Regulations of professional development management of scientific and pedagogical employees of the communal institution of higher education

Abstract

The article deals with the problem of managing the professional development of scientific and pedagogical workers in a communal institution of higher education. The theory of management of the professional development of scientific and ped- agogical workers in communal institutions of higher education is characterized by the possession of its own object, subject, research approaches and methods, which allows us to assert that this theory has not only its own unique terminological appa- ratus but also its own methodological basis, in particular the essence, laws, principles and other aspects. During the research, the following methods were used: comparative-comparative, critical-comparative and content analysis of data; systematization and classification of theoretical and statistical data; and a survey of respondents. The analysis of scientific and pedagogical liter- ature, regional education development programs, and other sources allowed us to identify a set of regularities. The expediency of their consideration in managing the professional development of scientific and pedagogical workers in a communal institu- tion of higher education is briefly substantiated. It was found that the management of the professional development of scientific and pedagogical workers will be more effective: the more dynamic the integrated “horizontal professional development” is; the better the implementation of organizational and pedagogical conditions in a communal institution of higher education is ensured; the more organically state and regional development programs are integrated; the more effective the integration into the European and world educational and scientific space; a more thorough consolidating idea of the management of a com- munal institution of higher education regarding the professional development of scientific and pedagogical workers; the more balanced the process of academic inbreeding as a way of conscious “horizontal and vertical professional development; the more efficiently the activities of scientific schools are organized. The perspective of the research is defined as a further study of the theoretical and methodological basis - the principles of managing the professional development of scientific and pedagogical workers in a communal institution of higher education
