Regulatory and legal support for the functioning of out-of-school education institutions in Ukraine (1991-2022)

Abstract

The article describes the main regulatory legal acts of the period of Ukraine's independence, which regulate the functioning of out-of-school education institutions. It is found that there are several levels of institutions that are responsible for the management of out-of-school education institutions. These are, in particular, national (central executive authorities, state out-of-school education institutions); regional (local self-government bodies (regional, district, village, settlement committees), local state administrations, community bodies of amalgamated territories and related structural units); local (responsibilities are assigned directly to the director, and educational activities are provided by the pedagogical council, methodologists, teachers-organisers, heads of clubs, etc.) In general, at all levels, there is a well-coordinated work of all institutions that complement each other's activities, implementing a systemic and competence-based approach. Analysing the activities of these institutions during the period of Ukraine's independence, we have identified certain trends in the development of leisure activities for children with special educational needs offered by these institutions. Particular attention is paid to the recognition of inclusion at the legal level, which contributed to the implementation of the model of integrated and inclusive education of children with special educational needs in general education and out-of-school educational institutions
